										<content:encoded><![CDATA[<p>BAYDHABO (KAAB TV) – At least three Somali government officers were killed and several injured when a remote-controlled mine explosion was discovered at the control centre in Silberd, Bakool area, South West Somalia.</p>
<p>Al-Shabaab claimed credit for the attack on last Tuesday, saying that its members killed three Somali government soldiers and injured others.</p>
<p>The local authorities and the national army command have yet to provide any information concerning the explosion.</p>
<p>This attack demonstrates the scope of the security issues confronting Somalia&#8217;s government and security forces in their efforts to combat armed organisations fighting in Somalia, particularly Daesh and Al-Shabaab.</p>

<p>Officers attended theoretical and practical sessions to improve their skills in financial intelligence, money laundering identification, corruption and fraud investigations, and investigative processes and procedures.</p>
<p>&#8220;ATMIS recognises the need to build the capacity of our Somali counterparts to educate them on the growing trend of financial crime and terrorist financing in Africa and globally,&#8221; said Assistant Inspector General of Police (ASP) Ernest Agbo, Chief of Jowhar ATMIS Police.</p>
<p>He continued, &#8220;I am pleased with the results of the training. This became apparent during the question-and-answer sessions, in which the officers performed admirably. We are sure that they are now well-equipped to detect and disrupt unlawful financial activities, as well as to win the battle on terrorism.&#8221;</p>
<p>Col. Hassan Daoud, commander of the Hirshabelle State Traffic Force, commended ATMIS for assisting and mentoring the Somali Police Force. He requested that ATMIS provide such training.</p>
<p>&#8220;I would like to thank ATMIS for the training offered by the Hirshabelle State Police. At the conclusion of the course, Col. Omar Hashi, the President&#8217;s Special Envoy for Stabilization and Civil Protection, attended the event and emphasized the necessity of coordinating government efforts to support stabilization and early recovery. &#8220;Effective cooperation between all sectors of government is critical to the success of our stabilization efforts,&#8221; the Hon. Paper said.</p>
<p>Members of many ministries, including Interior, Education, Public Works, Health, Water, Defense, and Homeland Security, delivered updates on the stabilization and recovery efforts in their respective offices. The goal of these projects is to restore stability in places that have been taken over by the extremist group Al-Shabaab.</p>
<p>Prof. A/llahi Sheikh Ali, the Senior Adviser to the Ministry of Interior, emphasized the importance of strengthening local police agencies in order to maintain law and order in freed areas. &#8220;Safeguarding the work of local law enforcement is essential to the stability and security of these regions,&#8221; stated the politician.</p>

<p>&#8220;Ethiopian forces will not be part of the AU forces that will operate in the country when the ATMIS operation ends in December,&#8221; stated Macallin. He went on to say that Somalia is talking with foreign friends to build an international force that will operate in the country for a year beginning in January 2025. Following ATMIS, this force will include troops from Djibouti, Kenya, Uganda, and Burundi.</p>

More than a million people were displaced as a result of a catastrophic drought in 2023, significant flooding in 2024, and intensifying conflict with the insurgent group Al-Shabaab.</p>
<p>Samira is battling to care for her newborn daughter, born during drought and conflict, in a camp on the outskirts of Beledweyne, the capital of Hiran district. The struggle between the government and Al-Shabaab worsened, and Samira and many others went hungry and homeless. They currently live in a rudimentary wooden and plastic structure constructed by Samira&#8217;s husband and the couple&#8217;s other children.</p>
<p>The region is facing the worst drought in 60 years, which is known for the drought and hunger thatThe years 2011-2012 were terrible, and 250,000 people died. Although international aid prevented this year&#8217;s famine, the situation remains grim. The majority of the country is experiencing acute food shortages, with hunger threatening rural populations and displaced people.</p>
<p>Somalia is currently struggling with severe environmental and conflict challenges. A historic drought in 2023, widespread flooding in 2024, and the escalating war with the armed group Al-Shabaab caused the displacement of more than a million people.</p>
<p>In a camp on the outskirts of Beledweyne, the capital of Hiran region, Samira is struggling to take care of her new born daughter, who was born during drought and conflict. The conflict between the government and Al-Shabaab intensified, and Samira and many others lost food and shelter. They now live in a basic building made of wood and plastic built by Samira&#8217;s husband and the couple&#8217;s other children.</p>
<p>The region is facing the worst drought in 60 years, which is remembered for the drought and famine that devastated the years 2011-2012, which claimed the lives of 250,000 people. Although this year&#8217;s famine was averted with international aid, the situation is dire. Most of the country is facing severe food shortages, with famine threatening the rural population and the displaced.</p>
<p>Ifraah, another Lower Shabelle resident, discussed the recent severe drought, adding that it has resolved earlier issues. &#8220;In 2011, there was help, our cows were saved, but now everything is lost,&#8221; she stated. Lack of water has also aggravated animal diseases, which are critical to community survival and economic stability.</p>
<p>Ifrah, who was recently widowed, emphasised the community&#8217;s desperate need for quick assistance. &#8220;We lack the resources to construct proper shelters or offer essential amenities. We are eager to work and improve our circumstances, but we require assistance, she explained desperate financial necessity..</p>
<p>Islamic Relief is engaged in Somalia and other drought-affected areas in the Horn of Africa, giving crucial supplies such as food, water, and cash. and medical treatment. So far, we&#8217;ve helped over tens of thousands of people in these areas. However, expanding existing relief operations poses an economic barrier and is insufficient, as the topic receives little attention.</p>
<p>Islamic Relief calls for a large increase in humanitarian help to preserve lives. Furthermore, there is an urgent need for the international community to support local people in managing the ongoing impact of drought on their economic activities and lifestyles, as well as to enhance their resilience to the ongoing difficulties of approaching climate change.</p>

<p>Both Al-Shabaab and Daesh have sustained six losses, including deaths and injuries. However, the official number of dead and wounded as a result of the ongoing conflict remains unknown, and true information from the region is impossible to obtain.</p>
<p>The Galgala mountains are strategically significant to both parties since they provide as a bastion from which to launch attacks as well as an operational base. The dispute between these two factions has exacerbated the already complex situation in the region.</p>
<p>Al-Shabaab and Daesh are both at conflict with the Puntland administration, which has thus far failed to remove them from the Galgala mountains. The administration&#8217;s attempts to end the existence of these local groups have been met with opposition, resulting in a protracted and tense situation.</p>
<p>The recent wars have exacerbated tensions in Puntland&#8217;s eastern sector, and both sides are reportedly making movements. The situation remains unstable, with the prospect of bloodshed.</p>

<p>The quarterly meeting was intended to assess and evaluate the status of current initiatives supported by various donors since 2019, as well as to ensure the efficiency with which they are implemented.</p>
<p>The meeting also examined the border cooperation system, with a report provided by the committee charged with approving the year 2023.</p>
<p>The event welcomed new contributors who are committed to assisting East African countries&#8217; development aspirations while promoting regional collaboration.</p>
<p>Minister Igeh emphasised the importance of regional integration in Somalia&#8217;s economy during his address, demonstrating how it may enhance domestic production and overall economic growth.</p>
<p>He stressed that the well-implemented plans of the Horn of Africa Cooperation Forum will bring substantial economic benefits to Somalia.</p>
<p>The Horn of Africa Initiative, established in 2019, aims to promote economic integration and development in the region through various projects and initiatives.</p>
<p>The quarterly ministerial meetings serve as a forum for member countries to review progress, discuss challenges, and plan for future cooperation.</p>
<p>The participation of the Minister of Finance of Somalia in this high-level meeting underlines the country&#8217;s commitment to regional cooperation and its commitment to take advantage of the opportunities presented by the Horn of Africa Initiative to drive economic growth and development.</p>
