Why did the US’s billions of dollars in military assistance to Somalia fail?

MOGADISHU (KAAB TV) –The Somali government confirmed that rations intended for US-trained Somali soldiers were sent to a unit of its own military. The administration said late Thursday that it had launched an inquiry, which resulted in the officials’ suspension and arrest. The number and identities of the suspended and arrested cops were not revealed.

Over the last 17 years, the United States has spent more than $2.5 billion to train, equip, and build the Somali National Army, police, counter-terrorism, and special forces.

The US government’s participation in the XDS Power Generation programme has resulted in attacks against Al-Shabaab.

Analysts and intelligence agencies were well aware of the realities on the ground, and the recent occurrences involving food diversion by US-trained soldiers were unlikely to surprise them.

There are many explanations for corruption in Somalia and among XDS soldiers.

First and foremost, there was extensive corruption in some of Somalia’s Ministry of Defence, with money, ammunition, and food stolen before the soldiers on the ground arrived. Ammunition and other materials were sold on the illegal market, eventually falling into the hands of al-Shabaab.

Furthermore, certain ministers and commanders lost money by filing financial demands for the wages of “soldiers” – that is, soldiers who did not enlist in the military. As it happened, no military contracts were awarded to the families and friends of the Government.

Second, embezzlement and corruption undermined morale in the army. In order to earn the military’s respect and loyalty, top leadership must be reliable. Unpaid soldiers found it difficult to accept their bosses’ opulent lifestyles. So, instead of struggling and dying, they chose to save themselves and return to their homes.

Third, the army lacked ideological cohesion and a sense of national duty and belonging. Indeed, there was widespread suspicion of the country’s political leaders. No Somali soldier was willing to fight and die to protect President Hassan Sheikh or the administration.

Fourth, the majority of Somali citizens reject to recognise ongoing political involvement and a new Somali constitution, which would result in international elections and the abolition of the tribe voting system.

The army need unity of command and constant leadership to function correctly and combat effectively on the battlefield.
